In 2021, with the introduction of the Data Security Law and the Personal Information Protection Law, a legislative framework for network security and data compliance based on the Cybersecurity Law, Data Security Law, and Personal Information Protection Law has gradually taken shape. At the end of 2022, the "Opinions of the Central Committee of the Communist Party of China and the State Council on Building a Data Infrastructure System to Better Play the Role of Data Elements" was released, which is of milestone significance for the release of the value of data elements. In February 2023, the Central Committee of the Communist Party of China and the State Council issued the "Overall Layout Plan for the Construction of Digital China", marking a new stage of overall progress in the construction of digital China.
